I don't know where you live, but even if you're in an area where weed is completely decriminalized or legal, you shouldn't have anyone just walking around your apartment looking at shit. Even if you're not worried about the police, you should be worried about being robbed.
As for the resistance, it's in YOU. If you've invited her out multiple times, invited her over multiple times, and she never shows up, she's not interested. Why? It doesn't matter. She's not interested, and there are plenty of other girls to smash. Move on. You shouldn't be that invested.
If you insist on wasting your time playing games with her, have another chick who is cute AF that you are smashing over at your place when she comes by to get weed. If she figures it out, great, if she doesn't, you've already moved on, right?
