My lifts targeting shoulders are high. My shoulders look big if I move my arm back in a way that accentuates them. However, I see so many pictures of guys with capped shoulders and mine aren’t. I’m not even talking about crazy big steroid shoulders, I’m just talking about the separation where there is the valley between the shoulder and tricep.
I’m at 21% body fat right now.

Try mixing calisthenics with your lifts, it works different angles and Increases strength, try something different

I've been close to 30% and still had defined shoulders.
If you aren't seeing them at 21%, then you need to add more muscle.
Bonus: additional muscle tissue will burn additional calories, so getting to a lower BF% will be easier.

You don't have to be ripped, shredded, huge, or any one thing. You just have to not be a soft wuss.

I do see shoulder definition but only in that it sticks off my arm (a little bit, not that much). The line is awesome so I want it >:)

It is an advantage though. Saw this old guy (had to be in his 70's) ripped as fuck and strutting shirtless down the street. I never saw so many panties hit the pavement before. I told myself, "THAT is what I'm going to look like at that age." If I looked like that, I'd be strutting down the street shirtless as well.

I had a 6-pack on a few occasions.
I noticed no increase in female attention that made all the discipline and sacrificing worth it.
Hence my fondness for saying "I'd rather drink a 6-pack than have a 6-pack"

It’s not what’s going to get the attention on a day to day basis while you’re wearing your shirt. It still helps though, particularly if you actually care about fitness.
Being muscular in general is probably the biggest requirement.

IF a muscle group is lagging behind a good way to fix it is to start hitting it first during your workouts. You will be able to hit hardest the thing you do when you are fresh.
So start doing shoulders first for a while. And make sure you are actually going to near failure or failure.. without breaking form and injuring yourself of course.

Good: 135 x 5 Great: 150 x 5 (already decent delts especially 12% and below) Even greater: 170 x 5 (100% "capped" delts at 12% and below)

Assuming you have the shoulders to begin with, that you re speaking of, then yes.
Kind of a simple answer. You either have them or you don't, and you either have more fat covering them or you don't.
If you lose the fat and don't see them, it's because you don't have them.

First off... Those pictures are always taken with a pump and good down lighting, do not compare yourself to them unless you also have learned how to take good physique pictures.
You might see good definition at 15%. 15% is pretty good, for most lifters you should have a 4 pack or at least some ab definition. The lower you get the more muscle separation will be visible. Also depends on how much muscle you have, genetics, glycogen levels, hydration levels, etc.
For example, actors who do shirtless scenes usually deplete their water levels before a shoot. I forget what the things are called but.. diuretics maybe? Drugs to flush out water from the body to make it look less puffy and more ripped.

Nah, I had to do a lot of shoulder work to get my shoulders built. Probably took as long as the rest of my workout but you can work 2 shoulders at the same time. Get some handheld weights and do 10 reps of each position. Keep your arms straight and lift them up straight in front of you to shoulder height straight in front of you. First set is palm down. 2nd is palm sideways, 3rd is palm up. Then do the same but lift you arms up from the side. Then do the same with bent over rows. You'll look like the Hulk after a while.

Agree with this, raises in my experience have been the best exercise for shoulder growth. I remember I started working out by watching Youtube videos of an old gentleman called Scooby and he introduced me to dumbbell raises - lateral, front etc... It's my favorite and I have done them countless times in my highschool and university years. Even now when people look at me, the first thing they notice is the shoulders. You don't need a lot of weight for it to be effective, it can be easily done at home with a pair of dumbbells (10 - 15kg is already enough) and it's hard to get injured if you do slow and controlled reps.

Yeah I like to think of it as Bruce Lee style training or Shaolin monk style with buckets of water. The key to low weight is a straight arm which drastically increases the torque applied to the muscle.
