So this has happened to me twice, at first the women seemed receptive when I collected their numbers and even agreed to meet up. As soon as I suggested a lunch date off campus they said they were busy. Does anyone know why this happens?

Maybe try inviting them to stuff you’re going to do anyway rather than make it seem like you’re both scheduling an appointment.

You're coming off too strong in this environment. Sounds like you are in college. I take it these women are aged 20-24 and most of them are not looking for a boyfriend. The words "going on a date" can trigger resistance, because it comes with a lot of implications. Unless you have high smv in their eyes, they will be reluctant to go directly to dating. It's better to invite these women out for fun events related to your campus. Frat parties could be an example, or a football game. Frame it so that you're going to the event, and she's free to tag along if she wants to. You don't want to put too much pressure on them in the initial stages, just keep it light. Importantly, you're going out regardless of whether she says yes or no, and you won't have a feeling of rejection if she says no.

I never used the word "date" if that helps, instead I say "let us meet at and go to X" where X is a popular place in my country. Also there aren't many events going on at my campus on a regular basis.
