If her name is on the lease she's responsible for payment. At least her half of their third. Where I live verbal agreements are enforceable just like written agreements. If she doesn't provide proof of payment of her half she's on the hook for collections. He may be responsible for his half of their third and he's meeting that obligation so he's off the hook.
