I saw some DIY fat freezing stuff online and wonder how well it works. I have some stubborn spots that diet and exercise won't take care of. Notably under the chin and breasts. It costs like $1500 at an official place or $100 if you do it yourself.

I understand your struggle, but with more dieting you most likely could get rid of the extra fat. If you eat less energy than you expend, your body needs to get the missing energy from somewhere. Unless you have some metabolic problem at those body parts that stop the fat cells from releasing fatty acids into your bloodstream (extremely unlikely, if this is the case you should see a doctor), it is really just a matter of further dieting.
The more overweight you are, the more energy your body uses on a daily basis. Being overweight gives you more body tissue doing metabolism and more weight to carry around, and thus a higher energy usage. Perhaps limiting your diet to 3000 kcal/day was enough to lose weight when you were very obese (just an example, I have no idea how overweight you've been), but as you lose weight you'll reach a point where your body only uses 3000kcal/day, so you'll stop losing weight. At this point you'll have to further limit your intake.
As a part of a bet, I once had to lose a substantial amount of weight within 30 days. I limited my calory intake to 500 kcal/day and lost weight like crazy. Since you're not in a hurry I don't recommend limiting your intake this much, but try something like 1500 kcal/day. I promise you'll see that extra fat disappear within weeks. Do strength exercises (pushups, pullups, etc) to avoid losing muscle mass. If you want to add in some cardio, make sure you keep the intensity very low because then your body will mostly use your fat reserves as an energy source. If you increase the cardio intensity too much, your body won't be able to extract enough energy from your fat reserves (which is a slow process) and also degrade muscle protein to make up for the missing energy needs. Eating 1500 kcal/day isn't as hard as it might seem. You must limit yourself to mostly eating vegetables. Before each meal, drink as much water as possible, this will reduce how hungry you are. Don't eat cheese, milk, meat (except lean chicken), don't add oil to your foods, only eat very little bread, pasta and potatos. If you stuff yourself full with vegetables all the time, you will feel full and not be able to eat much other stuff anyway.

the lower body fat you have the longer it takes to lose the last few %. if you're at 15% it will take longer to get to 10% than it did from 20-15%
it's not difficult, it's because you're being impatient. Give it a few months. Other people see the difference more than you do. While you may think you're not making progress, it's quite obvious for others that you're losing weight.
