I recently discovered that my testicles have gotten smaller (I think), I am experiencing hot flashes, and my mood has just been awful. I have been dealing with an anxiety disorder after a panic attack I had in February and I’m just about over it. I did some research and my best bet is that the stress of the anxiety has caused my t-levels to go down tremendously.
The advice I’ve already gotten is •lift •push yourself •get more sleep •get more sunlight •get more zinc
EDIT: I know this is 5 months later but I figured out what it is. My roommates keep the dorm cold and I've never slept in such a cold environment so my balls are small as fuck.

Lift heavy. Do very low reps of compound exercises. Squats, Deadlifts, Bench Press.
Lower your stress levels by meditating daily and journaling.
Take vitamins like ZMA and Vitamin D.
Lower your body fat % to low teens.
I take AlphaJYM which helps your body produce natural testosterone and helps decrease estrogen levels.
Avoid binge fapping. Limit yourself to 1 fap a week or fuck some hot bitches often.
Sleep should be one of your priorities. Pick a sleeping schedule and stick to it. If you need to be asleep by 10pm and get up at 6:30am, then be in bed at 9pm. Sometimes I get 9 hours of sleep.

Low testesterone also is a symptom of other problems eg problems with the parietal lobe. Get your hormones checked too.

First of all, if you didn't do anything crazy, I highly doubt that your testicles have really gotten smaller. Most likely your just fine and need some manliness back. Chances are your panic attack happened because you are weak aswell (were drugs or weed involved ? then THAT WAS THE CAUSE). I had 3-4 panic attacks in my life, the kind where you think you die of heart attack and at the same time you want to get away from all people and hide in dark room alone. Once I called an ambulance.
I can say what worked for me:
Work. Out. Every. Day - except sunday.
I invest about 45-60 min every day right after work (taking my stuff with me in the morning and going right after work). I push myself pretty hard though, and I recommend giving all you got. (But take weights you can do clean reps with, even if they look tiny compared to what other lift, that's normal too; as reference I started with 8kg each for curls). I recommend doing some cardio at the end for 10 mins to get your endurance up a bit aswell.
I try not to spend more than 50 min training per day so I have some time left. (The whole journey and shower adds up to pretty much one hour)
And cue magic, three months later, I feel fit, strong and great.
I eat somewhat healthy but I have no special plans.
This was easily enough for me and I therefore do not recommend any special magic potions except if you want to train for competitions. Otherwise you don't need all that stuff.
I would try this, most likely you're just weak. If you don't feel better after three months get your T-Levels tested. (first two weeks are very hard, that's normal)

If you really are suffering from hypogonadism nothing else than replacemetn therapy will help.
Go read the wiki at /r/testosterone and get your blood tested and post results there ASAP. No other way to find out. You cannot self-diagnose hormonal issues without necessary blood tests.
I.e. hot flushes are not a symptom of low t, but rathre of high e2.

OP, STOP self diagnosing. Go to a doctor like, now. Thanksgiving? Really? All you need is a simple blood test and you can walk out of there with a TRT (Testosterone Replacement Therapy) that will have your test levels up in no time, if they are truly low. You may be missing something and find out you have something more serious. I would not wait.
Also, have the doc test your Vitamin D3 levels. Vitamin K helps reduce the binding of calcium. VD3 treatments should be accompanied by Vit K pills.

TRT is when a doctor prescribes it. The levels are too low to cause these side effects. These side effects you talk about are when you dump truckloads of the stuff into your veins. TRT prescribed by a doctor takes many things into consideration and should not cause any side effects. Doctors will not be attempting to pump you up, just get your testosterone levels up to normal range.

30 minutes of sun per day will set you pretty straight. The more the better. The calcium problem is solved by taking vitamin K. The point of the whole book is that recommended Vitamin D3 levels are too low. Where doctors believe it should be at around 38, they really should be at around 120.
The book talks about an experiment with massive doses to get the levels to 120, then back to normal with regular doses. Vitamin K is used to avoid calcium complications. All I can say is I felt much better after getting my levels up to 120 than I ever did.
Having said all that, the book also says that 30 minutes under the sun each day should be enough for most people to get their dose of Vitamin D3 to solid levels.

Sunscreen prevents your skin from absorbing the sun's rays and therefore prevent the production of Vitamin D3. Most likely, if you're taking 4000 IU's of Vitamin D3, you're not even putting a dent into your Vitamin D3 levels.
Taking in the sun means actually letting it penetrate your skin, Sunscreen prevents that from happening. If your skin tone is too white and cannot handle too much sun, I'd stick with Vitamin D3 supplements. I would still get blood tests to see where your levels are at.

After taking 5000 UI for about 6 months or a year I brought my D3 to the low end of the healthy range. I think like 33 units of something. I am very light skinned but I am half Arab so I probably will tan well when I try. My brother was very white like me but now he has very olive skin so I'm going to try tanning and if I get burnt then I won't go out there for as long. I think I'm just afraid to take my shirt off cause I'm fat

Fat can be fixed.
Vitamin D3 is what the body uses to determine if winter is coming. If it too low, the body begins to prepare for winter. It increases fat, because during winter, hunting is not as fruitful as summer. This made sense to me when reading it. Basically, the body begins to store more fat, and acclimate itself to sleeping and being in a cave all winter. People with high Vitamin D3 tend to be healthier than those with lower levels.
This author says this may be a conspiracy by big pharma to reduce the health of the population and thereby sell more medicine. Take that with a grain of salt, but it would make sense too. One thing he did say was that since they started all this bullshit with skin cancer and lowering the vitamin d3 levels, diabetes diagnosis have shot up through the roof. I am diabetic, and I can tell you my sugar levels seem to be lower in general as my Vitamin D3 levels are higher. Something to think about.
Try the sun and see how it goes, but get that blood work done so youŕe working with actual numbers and not guessing.

Regarding diets = low carb is bad for testosterone. Eat lots of good saturated fats from meats, olive oil, avocados, etc.
Regarding supplements, they are covered at length in this thread but Ginger and Maca Root can also help.

Stop the vitamin d that causes too much calcium absorbtion then gets dumped in tissue
Vitamin d also lowers vitamin a which you need to bind copper
Zinc 10-20 mg activities Mag
Mag 50 mg antagonizes calcium
Vitamin c 125 mg antagonizes calcium
B6 50mg antagonizes calcium
Then turnip greens for potassium and copper and vitamin a...
Cut the multi vitamin for a while too

I stopped using brita filters when I learned they increase aluminum in the water

Distilled might help for a week or so then spring water
You can tweak the amount I wrote I do it twice a day for my adrenal fatigue calcium build up in my legs I also had heart palpitations from high calcium and that has stopped work with the Mag and zinc
Too much calcium can calcify your spine and lead to problems like your
Check your multi vitamin to see how much calcium is in it
Article I read said don't supplement calcium iron and copper cause they build up in the body and become toxic

Ask a doctor - get bloodwork done if you are extremely worried about this. Do not self medicate or self diagnose!
What you’re going through or are getting over could throw off your natural hormonal processes and can take some time to get back in balance.
Worry more about maintaining a productive daily routine with plenty of sleep, robust exercise, and real nutritious meals. Many problems I thought I had were solved once I started practicing a healthier, more responsible daily life.
Highly recommend seeing a professional counselor first, they will know if a problem is beyond behavioral therapy.
