My brother-in-law (Manny) had been part of the HR department at a very large NGO for almost a decade now. Two years ago, he got a new boss in the form of an overweight, middle-aged, radical-feminist American black woman. As is to be imagined, she's been a shit boss.
Her entire agenda has been to liberate and uplift the women in her department. Manny is one of only two guys out of a staff of seven. He and the other guy have routinely been taken to task for stupid shit. Additionally, she's re-assigned tasks to ensure that the women handle the important parts of running the department, including pulling Manny's male co-worker off recruitment so she could give it to a woman with half the experience. Manny says that under her watch, approximately three-quarters of all new hires are women.
The organisation has been cutting costs for the past year or so, which means job cuts. She recently did assessments on her department, where she tanked Manny and the other guy. When Manny challenged her on this, she stated that his fate was in her hands as she does recommendations and he might be needing one very soon.
She played with fire,though. See, Manny handles the leave applications for the organisation and part of his bosses' package is that she regularly gets to go back to the States on the organisation's dime. By contacting a few friends in admin, Manny found out that she has regularly inflated the price of her air tickets, choosing the most expensive option each time, whilst making it look like she is doing the opposite. Given that she took five of these trips last year alone( two of them for her sisters' weddings, after which she always came back in even fouler moods) the money adds up, and at this point it would be considered fraud.
Manny has also compiled evidence of other maladministration on her part, including e-mails where she blatantly disregards his expertise in databases to give the job to one of her friends in the department.
Right now, he's sitting on this card, waiting for her to slip up so he can take her out. Score one for the push-back.
Edit: His reasoning for not doing it now is that she's supposed to transfer before the year is out. Apparently she's connected in the organisation, and he wants this as an insurance policy in case things go south. He won't,however, pull the trigger first--not unless he absolutely has to.

I agree to a point, but there are other things to be considered. Are her superiors doing the same things? If so being a whistle blower makes the OP look like a troublemaker who could bring negative attention to others as well. How well connected is she? Is she best friends or lovers with a higher ranking person in the organization? Why is there in the eye of her superiors. She may have been brought in to save money by replacing experienced men with less expensive women.
In these situations it may not matter how "right" the OP is or what the organization "should" do about the issue. What matters is how the politics work.

That's leveled thinking, but it sounds like he is either going to go down soon with little ado, or he can fire things up and it might just work out for him. It will at least create a context where action against him would be seen as retaliation.
The lesson here is if he doesn't strike now, not only will she not fall, he WILL be struck down soon after the inaction.

It is not just negligence--it colorably rises to the level of criminal liability if in fact she is committing a crime and he is allowing it to go on, or facilitating it in some way, for the sole purpose of using it to blackmail her. This depends, of course, on someone being able to prove that he had knowledge of her wrongdoing while she was doing it, but by failing to report, he is at the very best opening himself up to some difficult questions, and at the very worst, opening himself up to some time with Bubba.

She will be at a scramble to save herself and completely blindsided by the attack. Her emotions will take charge and probably drowned herself, completely forgetting about you.
However, if you present this stuff afterwards, your boss will question the credibility of your claims and the tone he takes with her will be less of a pressure. Thus you will lose some power on the attack. Also, your boss might still have the Woman Are Wonderful spell on him.

First, this isn't truly a Law 1 situation. From what OP describes, Manny isn't embarrassing her at every turn/meeting. What's actually happened is that somehow Manny has offended the boss (Law 19: Know Who You’re Dealing with – Do Not Offend the Wrong Person). I don't know, or care how he offended her, maybe he's not a cross-dressing, cis, transgendered TUMBLR self-identifying wombat, but whatever. He fucked up, somehow somewhere.
But in turn, the boss' treatment of Manny, led to Manny discovering a weakness of the boss's (Law 33: Discover Each Man’s Thumbscrew) which he now has to employ effectively.
If Manny were smart, he'd find someone who hates the boss equally or stands to profit from her departure and turn the information over to them so as to distance himself from the aftermath (Law 26: Keep Your Hands Clean - You must seem a paragon of civility and efficiency: Your hands are never soiled by mistakes and nasty deeds. Maintain such a spotless appearance by using others as scapegoats and cat's-paws to disguise your involvement).
And finally, once he committs to this he has to see it ruthlessly and completely to the end (Law 15 - Crush Your Enemy Totally and Law 29 - Plan All The Way To The End).
I don't say this to belittle you, but to help you see that what women are playing is chess, not checkers.

Correct. This is useful as an offensive weapon. If you try to use it for defense, you've already lost. What is he going to do? Blackmail her when she calls him in to a meeting? No. If he wants this to work (and I don't particularly think it's a great idea, then he's going to have to have solid - i.e. receipts, tabulations, etc. - evidence and he must go above her head) he'll have to use the surprise element to eliminate her. It won't work if he tries to use it to save his ass. If cuts are coming, then enable them to make the biggest cut of all.

If the situation is as you say it is and the evidence is good, then why is he sitting on this info? Does he think he's somehow going to look good exposing info on a (possible) fraud while first having sat on it for a suspiciously long time? His excuse of "insurance" will in some people's eyes look like blackmail. They will obviously question his motives on not coming forward and reporting the misconduct if it's so obvious. Why would they trust him either, if he saw misconduct but chose not to report on it for his own gain? Is he chickening out? It'll be too fucking late 6 months from now after he gets fired. Muster some guts and report the woman now, or forget the whole thing. Don't cling to power fantasies unless you have the balls to go through with them.

The people managing her expense probably know this as well, if not better than poor Manny here. Don't get me wrong, he might still pull through and I hope that if things go south, he can. If this was serious money she would be out on her ass already or you would have enough to go to the cops.
My suggestion to the OP's brother in law is to find another job. The company doesn't owe him shit, he doesn't owe them anything either. He tries to blackmail her with this or dumps it in upper managements lap it may turn he will get retaliated against, marginalized at best or fired outright. Even if he sues, the most you will get is 2 years income. I know of several employers that would spend millions on lawfare (years of constant counter lawsuits and appeals) than give you a penny out of pure ego and spite.

Have him be more thorough on his claims for inflated airfares. Companies will allow people to go a bit more expensive if the schedule is much more amenable to travel, e.g., avoiding red eyes or traffic times. He has to be able to show that she consistently chose more expensive fares in the face of cheaper ones with better schedules and that she's doing it to accumulate airline qualification dollars for status. It's also possible she's doing the same with car and hotel rentals so I'd look into that too.

One of my boys from college was on a project building an overpass style bridge over a body of water. Just before they got underway they replaced him as the project lead with an HB8. Since he was second in command, he effectively wound up being the defacto project lead as this woman almost never showed up for work. She also refused to sign off on any alterations to the designs. My boy duly logged and reported all of this on a daily basis. They built out from both sides, and when they got to the center span... the north side was three feet lower than the south side. They then had to demolish a good chunk of the north side and rebuild it, which lost them a good chunk of change.
Guess who she tried to throw under the bus? The only reason he's still in that job is because he documented it all and reported it before it became an issue.

It's the way the jobs are set up these days, and in my industry, it's the way you get a big raise. If he waits to long it can back fire on him. First thing I would ask someone that came to me with info like this, How and When did you discover this? Next question, Why did you wait?
Come forth quickly = done for the good of the company
Come forth slowly = done for the good of the individual
If she is connected the person that receives the info may sweep it under the rug do to lack of timeliness.

I'm on your boy's side. BUT, it might be hard to claim there's problems with the male/female ratio in HR.
I'm an Electrical Engineer (translation, everyone I work with has a penis). I work for....a very large employer. One day, I had to hand carry a form to HR. I walked through three different HR buildings to find the right person (like I said, large employer). I probably saw 3-4 dozen women, not a single dude.
Technical fields are dominated by men. HR is similarly dominated by women. He probably is being discriminated against, but probably not as far as hiring goes. Now, if all two of the guys get canned, leaving an entirely female workforce, that'd be a different story.
Kudos to him though for tracking down her bullshit spending. Hopefully she doesn't pull some kind of Trump-esque YA FIYED bullshit on her way out. I'd like to think that kind of fraud can sink her, but with the pussypass being a thing, you never can tell. Update us!

Seeing as he is a man, other men will think higher of him and his chances of finding another job will be good.

Absolutely. If she is ever investigated in the future companies generally have good ways of knowing who else was involved, approved, or even knew about behavior such as this. If they find out that he was seeing information that would make her guilty and never said anything at best he will be in trouble for incompetence and at worst he will be in trouble for planning blackmail or association.

I would put copies of the evidence in a secure place and then go internal first. If he goes straight to the cops, the company might throw the baby out with the bathwater--that is dispose of him to remove the stink. He needs to make it clear he is a whistleblower, with all the rights and protections, and he is acting in the best interests of the company. The copies of the evidence are in case the company starts causing problems.

i would talk to a lawer friend first for advise, even doing the right thing has its complexities,...sometimes people conected with upper managment are on the loop of company secrets, and they could protect her to not spill the beans, so even if manny has proof of inflated expenses, very likely she will just be "summoned", but nothing will come out of it. i would just let it ride, use diplomacy to make her think you are on her side...honestly if you start a war with her, you will loose. do you think upper managment doesnt know her shenanigans? come on, shes protected cause shes on the loop, save your job, she will tank by herself

Oh there will be retaliation. This is an HR dept, normally the the bludgeon you use against your shitty boss or shitty employee. Smart shit bosses in organizations often control are very closely allied with HR. Otherwise HR's job is to keep the organization from being sued and know about benefits. Most HR women hate recruiting.
Now where do you go when your shit boss is the HR dept? A new job, that's where. Dump any stock or options you may own in the company and bail. Sure you can use these small charges against her but in the grand scheme of things its chump change. Mean while she will hit back with a fury and the OPs brother in law is fucked. Don;t use her as a reference if can. After you are gone hire a company to check out your references to find out if the department will bad mouthing you in the future.

My advice in this situation is as follows.
1 Keeping the information to use as insurance is a bad mistake.
2 Making a complaint is extremely risky.
The problem is that there will be that there is no guarantee that the complaint will be investigated properly.
3 What is often a better option is to leak the information to a level much higher in the organization (if this applies) and to leak it to more than one person, so that it cannot easily be ignored.
Auditors, financial controllers are very good in this regard (especially if you send an anonymous dossier by recorded delivery to three separate individuals).
If the money is appreciable,then an anonymous complaint to the tax authorities may be productive.
NB the recorded delivery is very important as the recipient cannot deny having received it.
4 The key in doing this is controlling one's anonymity. So, make sure that it cannot be traced to one source.

I've been in corporate America for 30 years now and I'm an executive in a Fortune 50 pharmaceutical company.
No one in upper management will do shit to her. To much risk taking on a black woman these days. If he brought that shit to me, I'd do the smart thing and take it to her and ask her if it was true. She'll say no. I hand whatever he gave me to her and hope she leaves me out of the mess. At most He'll get a nod from upper management, then stabbed in the back and then he'll be let go. Black women in management are untouchable.

Unless you had some kind of legitimate voice-recorded harassment you could take to an outside lawyer and sue, you're wasting your time trying to fuck her from within the company. Big corporations are too smart and have too many resources at their disposal for you to have a viable shot at taking down a superior, unless you have a credible reason to believe someone above her feels the same way you do. Even then, complete crapshoot that they're going to put their livelihood up to take out someone who is obviously going to go to war.

Dear god, why? HR is the Elephants Graveyard for people with no talent. And working in the HR dept of a fucking NGO has to be soul-destroying....and she's EXACTLY the type of no-talent loser that gets hired as Head of HR b/c she ticks a bunch of boxes.
As the Great Granddaddy of CorporateLand, let me give you some free advice, on his behalf.
First, the job search should have been on from the moment she was hired.
Second, document the fuck out of everything.
Third, if he goes for the 'kill shot', he can't miss. Playing favorites in the dept isn't usually a fireable, even when it's stupid. She says something like, "Oh, I wanted LaShonda to get more database experience," and suddenly all you've done is piss her off.
The travel thing might get it done, depending on policy. Some places won't care as long as the boarding pass says 'economy'. I used to get shit for flying business when the airline upgraded me for free b/c I was top tier in their FF program. HR and the Expense Gnomes are not well known for their ability to think outside the box.
Many places will have a toll free number to anonymously report malfeasance, but that doesn't mean anything will get done or that he will stay anonymous. If he can do it from a sterile computer, ideally having you press "send" from a fake gmail address at an internet cafe while he has an alibi for his whereabouts might be the way to go. Without more info I can't really advise, I'm just spitballing here.
Never leave an enemy alive behind you. Several years ago, I worked with a guy who was so evil that he actually tried to get another guy fired while he (evil guy) was dying of cancer in the hospital. On would think he'd have other, bigger problems -- like, I dunno, dying of fucking cancer -- at that point in his life.^1 He would rant about it to anyone who would listen b/c it's really difficult to tell someone with terminal cancer that they're being unseemly, particularly when the Grim Reaper is walking up the 18th fairway.
Never underestimate the drive of petty vengeful tools to be petty and vengeful.
^1 How evil was he? Once he passed and there had been a suitable interval, the joke in the office was "Did Tony have cancer or did cancer have Tony?" Hon. Mention: "Why did Tony get cancer? Because he deserved it." Uncharitale, but if he'd wanted to be remembered fondly he should have been waaaaaaaaaaaaay less of a dick.

Your brother-in-law had enough smarts / pull to go for the throat, got everything he needed, and is now waiting to get his own slit first. Not only will the timing fuck him, but he might get ousted for holding out / blackmail anyways: make no mistake, if they both get fired, she'll probably throw up a professional stink storm and ruin the rest of his career. If he strikes first, she gets fired/he doesn't, anything she says'll fall on death ears or be dealt with by corporate lawyers.
Coming out on top won't matter if there's a huge mark on his resume saying he can't do so cleanly.

Your BIL sounds very naive. He knows that she has a contract that allows her to return to the US on the company's dime a few times a year. But he assumes that she is subject to the same company policies as everyone else. It is not at all unusual for senior managers to have contracts that afford them benefits beyond what company policy allows the masses.
This sounds like a Mad Men moment. Pete running to Burt to reveal that Don is a fraud. But Burt values Don, so he dismisses Pete. Someone values this manager.
If he sits on the information, he risks his own job. Hiding fraud is a big no no.
He needs to wisen up.

damn straight. i record pretty much every semi important convo that i feel may somehow come and save my ass. happened with my car. this piece of shit guy with a dealer's license took me to the auction to get a car. i gave him 11k cash and he gave me the car. he should've given me the title, but i was a green pea back then and didn't know shit about shit. he said he'd give me the title in a couple days because this one needed to be changed. what the scumbag did was take out a loan on the car and kept making excuses for over a month about the title and where its at. meanwhile i was riding on his dealer plates. wasn't going to be long before my shit got impounded and towed away, while the dude would get away with 16k. thankfully i recorded everything and i mean everything. went to the DMV enforcement dept, talked to a detective. took about 9 months but they issued me a new title in my name for the car, the dipshit got indicted on defrauding a bank for the loan and bunch of other charges. now he's deported along with his scumbag father who took part in the whole thing.

Of course that is too late now. He should get someone senior to her involved (if not also fat feminist) ASAP. Then when he actually gets a bad review he can claim she was just out for revenge and make her look even worse.
EDIT: And don't just blurt it out. he should ask the superior what he should do if he recognizes irregularities? The superior almost certainly will tell him to report them. He may then say "but I'm afraid to loose my job". Hopefully superior will then tell him he will be protected. Of course that is no guarantee but at least some support.
And he should start recording all conversations with her and store all emails. Will it hold in front of court? No but having recordings of her acting weird and stupid won't hurt.
