Yes, the post button only exists currently when you're "in" a tribe. I want to make this easier by making a universal post page where there's a tribe drop down.
As for posting to the red pill, I have to look at it, might be a bug.

Yes, tribes have to enable their forum before it's available here. It's in beta now, so only select tribes have forums.
