Is there a age where it’s considered creepy, for example if you are 38 you can’t cold approach a 21 year old without looking creepy. Sure there are other ways of getting that 21 year old like throwing a party she comes to it and such, but cold approach probably not. What’s a proper balance for this.

I've seen guys well into their 50s cold approach at bars with varying amounts of success.
If you have the right attitude and you're not fat, you can do it.

Anybody and everybody. They'd make the rounds. The ones with the nice cars left with the ladies more often than not. And with a nice car you don't even have to be particularly good looking. Just bold enough to think you should.

As matty pointed out, creepy means unattractive. I dont see any reason why a guy with a great SMV in his 50s cant pull young girls who like older guys.
I've pointed to Uncle Vas before in regards to this question. He has a lot of good posts on reddit, is a legit guy in his 50s now that has done interviews on the red pill youtube channel etc. It's anecdotal but still.
He's not even a handsome guy but has a bunch of things going for him. Witty, has money, strong, tallish, extrovert with great game, dominant and plays on that element in particular.

I've reached an age where I don't enjoy the company of women so the only cold approaches I do are for prostitutes and I've never been turned down. Now that I'm sporting my full gray beard I get a lot of IOIs from chicks as young as 13 but I'm usually surrounded by younger guys sporting huge beer bellies.
In Asia it's pretty common for foreign guys to marry women half their age. In my experience they look too young, like take 10 years off a Western woman and that 23yr old looks 13. The teen girls in my classes looked like little kids. I think it would look creepy walking around with a woman that looks like my teenage daughter.

I have that thing entrenched into my brain as well but on different level. I do not want to get into trouble too much since I came across some obnoxious SJWs during day game
Although these days I don't think any age difference is too big.

Well, you have to differentiate between the old hags shaming you for choosing younger women(instead of them) and the actual experience you feel. I really don't have a problem with walking around with a 20yr old in my 40s but in Asia I feel like I'm with a kid.
