What if the sex isn't good? How do you know you two are sexually-compatible?
She may be interesting to you personality-wise, but not having fucked her yet probably means she wants to make you into the provider boyfriend.
Plus, how is it a FWB if you guys havent fucked? I guess I'm just confused on the situation as a whole.

Be straight up with her then and leave it to her on whether she wants to stay around or not. At that point, you'll know you left everything on the field and it'll be what it is.
Explain to her that a LTR takes a while for you and you really want to KNOW the person before committing at that level, which means sex and the like to see if you're actually compatible.
This is a side-thought, but I'm also wondering if you could just be not going hard enough on trying to escalate on sex.

My time is very limited with my schedule. It would have happened already but I’m out of town a lot... had her in my bed second date but she gave me 3 hard no’s so I drove her home. Sex would happen the next time we meet which is another reason I think Shes getting cold feet. She likes me and doesn’t want to just be a fuck buddy to me.

How CAN she be a fuck buddy if she's never fucked you? Not wanting to be a fuck buddy implies that she's either fucked you and she doesn't want to do it anymore or she hasn't fucked you, but is willing to fuck you on the terms of a relationship.
Also, you say that you would have fucked already, but how do you really know that when the last time you tried she resisted? How do you know sex is going to happen the next time?
Dude, I'm changing my advice: Fuck a relationship or LT-anything until you actually have sex with her. None of that shit matters until you can say you've had sex with her.
