I've had girls say they're shy in the past and then proceed to act completely normal. They aren't uncomfortable around people they don't know or barely know, they're pretty open and talkative even. Some would sexually tease guys.
I know never to believe what a women says and only their actions but where did this belief of theirs even come from? It's not like they have to pretend to by shy for some reason.
